The Congress is promoted, on the initial proposal of the Italian Telemedicine Society, by numerous Scientific Societies (representing doctors, jurists, engineers, health professionals), Third Sector Societies, Citizens and Patients, as well as numerous Foundations and National and international research bodies, and is part of the framework agreement recently signed between the Istituto Superiore di Sanità, the Italian Society of Telemedicine, the National Institute of Nuclear Physics and the Interuniversity Consortium of North-East Italy for Calculation Automatic (CINECA). Numerous top representatives of Italian and European organizations and institutions (list attached) were invited to the event, with the intention of creating a system around the values ​​of ethics and law, united by the method of science. For this reason, all the components of society (citizens and businesses, together with researchers, institutions, public health managers), representatives of the entire national territory, will meet in Bologna to implement a better synergy between Italian Regions and European Regions. The intent is to outline new scientific strategies and new organizational formulas that make it possible to apply the most modern information and communication technologies to the health and health protection sector, effectively and without negative effects, and to do so as soon as possible, given the critical issues of the present time. This process is based on a new definition, and therefore vision, of telemedicine which starts from the needs of the patient and the citizen and which envisages the collaboration of all healthcare players from the start. On this idea, which sees the winning element in the harmonized co-production, an enthusiastic agreement was found among all the partners of the event, regardless of the disciplinary origins and the respective institutional roles, despite the critical issues of the present time. The convergence on the Bologna event of the various social, disciplinary, territorial, political, Italian and European personalities was orchestrated not only for a useful review of the solutions that telemedicine and technology offer: between the lines of the attached program there is hidden in fact the work of hundreds of experts, in common with institutions, businesses and with the legislator; essential work to identify both the country’s strategic lines of action, such as the PNRR for example, and the single effective and scalable solutions adopted by those who care for the patient. Italy, cohesive and united, can help itself and Europe on this, triggering a process fueled by research, culture and training, capable of directing health systems, in the efficient and effective reorganization of local medicine as in the medium and high intensity of care, and to bring them to a level of humanity and efficacy higher than the current ones, strongly threatened by the pandemic, wars, climate change and the aging of the population combined with the transformation of the social composition underway . Telehealth is at an inflection point; society and the economy are at an inflection point. The international scenario is critical, and it seems to be able to affect everyone and everything, but together we have been given tools to improve it and to solve some of the emerging problems. The international and interassociative Congress will propose strategic organizational models and structural operational solutions, looking for points of convergence at national and European level between institutions, businesses and societies, to create systems useful to man, whose effectiveness is measurable, scalable and implementable over time.
